Afaik presidential documents must be turned over to the National Archives, but that doesn't include documents not related to the business of the Office - personal stuff. When you're moving sometimes it's easier to have the packers pack up everything and you will sort it out at your convenience. I've driven through housing developments where the garage of the owners are stuffed with unopened boxes -- months after moving in. Perhaps Trump felt no urgency to go through the boxes to determine what he should turn over. But he was corroborating with the National Archives.
