If this is concerning the Cochise Supervisors that where holding out they were exceedingly their authority. A Federal judge ordered them to certify. Also a federal judge sanctioned the lawyers for Lake and Finchem and ordered them to cover the costs incurred by the county.

It's not paranoia. It is the ability to avail oneself of all the facts, apply common sense and critical thinking skills, and reach a logical conclusion.

"IF" they are breaking the law.... But this board is apparently one which would "certify", meaning confirm the validity of. What if they could not in good conscious do that? Then, it would be their duty to refuse to certify it. The question is why they would not certify, and until that were resolved, the threat of arrest sounds a lot like coercion. And that IS breaking the law. We've been seeing a lot of discretionary latitude- arbitrarily acting to limit examination when it should be done, or force it when it isn't appropriate. Signs of manipulation and dishonesty.
