According to the following source, the gross majority of the world does not believe the standard Holocaust narrative but I agree with you that "Holocaust denial" refers to people who don't believe that anything noteworthy happened to the Jews in the WW 2 era.
Rejecting the "human skin lampshades", "human fat soap", "human skin pocketbooks, homicidal gas chambers, "6 million Jews murdered, and other hoaxes is not "Holocaust denial".
