The first is the 2% target of two percent of GDP being spent on each nation's military, the second is the 20% figure where 20% of that 2% is supposed to be spent annually on new equipment procurement, and then their is the direct cash payments every member is supposed to pay to NATO directly. The direct cash payments are supposed to be used for 1) the building and maintenance of command and control infrastructure as well as the construction and maintenance of roads, railways, ports, and canals (as well as airfields) NATO needs in order to support war time and operational needs at the front.
