A major factor in the killing of aid workers (not just the most recent, but the other HUNDREDS as well) is that Israel teaches the IDF that Palestinian life is not human life - that it must be killed.

They have set up free fire zones, not actually marked on the ground, where anyone that walks into that zone must be killed.

IDF generals have stated in interviews that anyone over 4 is Hamas.

 

Those fighting the IDF in Gaza are a military.

In a military, such as that of the US or Israel, there is no democracy. Troops do not vote on military strategy or tactics.

But, do not forget that that WE share responsible for Israel's genocide.
