The education system of the USSR collapsed in 1985 and Russia never bothered to create a new better education system. Since 1991 only the better off could get a well roaded education or even a technical education so the vast majority are poorly educated lacking useful skills.

What many don't know is that this was the secret operation to judge the nuclear contamination of the Chornobyl site. It wasn't a good plan, but it was necessary. What I don't know is whether they followed through on the plan to safely and securely secure the nuclear rods from underneath the cement-encased tomb. Initially, this was a temporary fix, and there was supposed to be a follow-up operation to remove those rods. If they don't fix it, which looks likely, then it will explode into a nuclear mess at some point.

There isn't a link because it's a secret.

Nevertheless, Chernobyl was a Soviet problem, now a Russian problem. The world moved on and nobody remembers it or to check on it because the cement tomb that covers the radioactive fuel rods was only a temporary measure and another operation was planned to happen after that to clean up the fuel rods, but it never happened. Or at least not before the Russian military took control of the site during their invasion of Ukraine.

The Russians had to put on the appearance of digging trenches in Chernobyl to hide their work at digging underneath the Chernobyl reactor, filling it with water, and a special team going in to collect fuel rods when they burned through the floor and fell into the water. Lives were lost, but if the fuel rods were left on their own they might touch, explode, and fill the whole northern hemisphere with radiation and radioactive contamination.

As well, the nuclear half-life of radioactive contamination around Chernobyl is approaching the 30 year mark, which means the soil samples in the area would have lost half the radioactive emissions. It's still admitting radiation, but it can be measured to make sure. It's a scientific experiment.
