Well, um, he sure was prejudiced, but he didn't have power. Since blacks are so disenfranchised, the guy didn't have the means to oppress others based on his prejudice, so he wasn't racist. ...oh wait.
I remember this shooting, but I don't recall any mention of his motive being racist. How did the prosecutors keep this such a secret from our ever alert news media for this long?
I don't know why these people target churches. If you hate Blacks or Whites enough to go kill, why target a church?? A church is going to be where the best Blacks or Whites are at, not exactly the prime specimens you'd want to target if you had a grievance again a certain race. (i.e. If you're Black and think all White people are evil and racist, church-going Whites are going to be least likely to commit an evil against you; if you're White and think all Black people are violent and irresponsible, church-going Blacks are going to be the least likely to be like that) There's got to be some demonic forces going on behind the scenes.

Dylann Roof hath never lived under the oppressive tyranny of Black citizens ruling over South Carolina. He lives in a place where Blacks are no threat to White power, but he still hates them. When Blacks commit mass killings it is not via Racism, because they lack the power to effect racism, but they can still hate [insert, southside-CHI ghetto life].
