The GOP has proposed it a number of times but each time the dems blocked it. Famously there was a big battle during the bush admin, and once again when Ryan was in the house

 

That's like asking why didn't the left change federal drug laws to get most blacks out of jail. Or why they didn't over turn DOMA. Or pass reparations. The difference is, the left had a supermajority in 2008 and the GOP just had a majority in 2016.
