The persons under 5 are part of the persons under 18. Persons 19-64 not listed. Women represent 49.6% of all the above (roughly). They're not giving all the parts of the 100%. ...and I figure its prolly sposed to read "...on behalf of the City; of money, securities or other..."

It can't. However, the factoids above don't say that they should be 100%. First, persons under 18 include the persons under 5, so it would make no sense to add those two numbers together. Also, the list of factoids is of those under 5, under 18 and 65 and over, and those female. That means that they don't include those over 18 and under 65. Using logic, since 21.4% are under 18, and 16.6% are over 65, that is 38%, and that means that 62% are over 18 and under 65. Males are 50.4% of the population. You're banned because you're a troll.
