Scud has a warhead of 600kg.
DF 21 has up to a 2,200 kg payload depending on range and ship buster variants.

A rail gun can fire a munition with any type of warhead.

Wow, did you even bother to do any kind of research before you made this claim?

No, railguns can not fire a "munition with any kind of warhead". They can only fire a solid slug, at a high velocity (2-3km per second). This force prevents it from using a warhead of any kind, since any kind of explosive would be detonated at these high speeds.

And in fact, the projectiles are so small and the kinetic energy so high that even putting some kind of warhead into the 40 pound projectile would be a waste of space. The kinetic energy is already more damaging than any explosive of a similar size would be.

And bringing up the DF21 and SCUD is insane, those are not railgun kinetic weapons. Might as well bring up the range of a fully fueled Boeing 747, then talk about the cargo capacity of a Volkswagon. One has nothing to do with the other.
