I'm not so sure that recognizes the intent of the law and regulations regarding classified information.

The onus is on those bringing the charges to PROVE that the leaking somehow harmed the US government.

The memos in question were personal notes to himself about his meetings with the BLOTUS and did not contain any information that would be harmful if leaked.

In essence Comey has not been charged because what he leaked was nothing more than what he gave as testimony in front of congress.

This entire thread is the alt right getting all worked up about nothing....again.

They were about a private official conversation between the President and a high level executive branch official written in that persons official capacity. That makes them confidential and subject to the law.
