When he took the job as NSA and took his oath of office he should have declared his pursuit of nuclear deals.

Flynn is still fighting for the information hidden from his lawyers by Mueller. A process crime is a crime created by an investigation. So far Papa and Flynn were charged with a process crime. Flynn is now fighting in front of a judge that has experience with the FBI lying and hiding information in past cases.

Additionally, investigators are looking into whether FISA warrants were denied for Flynn, prior to his joining the campaign. They didn't need a FISA warrant.. Flynn's calls to the Russian embassy were intercepted. That traffic is always monitored.

Those 22,000 pages do not include the Kislyak transcripts, and Mueller has no reason to withhold those transcripts from Flynn.
