I don't know what it is like in the rest of the world, but here in south africa these guards work for minimum wage, minus medical aid and no pension. this should be changed, but, these things cost money, so, where is the money going to come from?

Maybe they could provide a service to doctors and hospitals on a special case basis where they phone them every so often to allow for medical aid?

Maybe they could be observed as being there to help customers, and, figure this into an incentive for the employers to get less taxes if they pay them more? i mean, i have often been helped by security when i need them.

Maybe they could get coupons from their employers past as if it were pension schemes? this would see them get cheaper food and stuff, and the employers could make private deals with 'the stores' in this deal?
