Why would it requite a law? Couldn't pressure be exerted on them via the threat to change how they are regulated by considering them as a publisher leading to a change of their practices?

While I ultimately believe an incisive society is best — the Bible in party backs this up —, our current system is vastly equal and unjust in that several minority groups (and some major ones) cannot be discriminated against in any way while with other minority groups it is almost a sport to see which backwoods state can allow open discrimination the most.
