I saw a clip from the Reagan years where he is in Britain and chatting with the Queen,with Nancy by his side.They were discussing { I believe he was wearing a tux } current issues of State.And Reagan said that in his Country public servants are paid according to the number of people { workers } that are under their supervision.The more people,the higher the salary or pay grade. In Britain it doesn't work like that.
