In time of public emergency. When did the US claim to be in that emergency at the UN? I don't think they have.

The US illegally invaded Iraq to make a regime change happen, and so created ISIL, and so is responsible for the 100.000's of deaths, the millions of people on the run, not to mention tortured 1000's of people.
