Conservation of energy says no. That water picked up speed moving down the funnel, but now it has to get back to the top of the funnel, which means losing all that speed. There is no free lunch. If you don't have to move the water far, you can use solar desalination effectively. The idea is to have the bottom of the funnel attached to the sea floor then dig a trench inland from it to well below ancient sea bedsthus the water line coming out of the bottom of the funnel might be 1000 feet deep but as the California Coast is being SUBDUCTED under the Pacific Plate...the actual sea level 1000 feet down as ong as it is built on the uprising Pacific Plate would be at a sea level depth of perhaps 300 to 500 feet below sea level as where ancient ocean dry beds can be much lower in the California Desert.
