It's not just America that is annoyed about it. And it didn't start with Trump. This has been going on for so many decades now that it has become impossible not to notice.

Yes, the US has commitments to other international alliances, and guess what, they have the same kind of problems with those alliances.
The key here is to get rid of the alliance members that don't pull their weight.
Military alliances are very dangerous things to be in. They get you sucked into other peoples wars. So if your allies aren't taking it seriously enough, downgrade that alliance.
Empty words don't count for much when so many lives are at stake.

Europe doesn't look like it wants respect from Washington. Europe looks like it wants a war with Washington.
Because it does. Because ultimately for most EU people, that's the whole point of the EU. To **** America.

No one is stupid mate. To ally with us you have to pull your weight.

But you don't want to ally with us, you want to be our enemies. To be our rivals and throw your weight around so that we do as you say.
