    They can be gotten online though there is a good chance that if you win, you won't.

    Yea, the lotto is only eligible for those 18 and older who are in the United States legally.

    Of course if someone bought a scratch off ticket and won 500 bucks no one will make a stink about either, but if you win power ball that would be a different story..

    Well, I will say this, I'm sure if you're a US citizen living across the pond or in another country you're eligible to win... I should have added that to my post.
