This is something I've been saying for years. The fourth, unaccountable branch of the US government.

Each year, unelected government bureaucrats impose thousands of new laws on Americans -- all without a single vote from Congress.

And it's all there 7 days a week for all Americans to see – if they'd open their eyes. It's called The Federal Register and it goes on for page after page with announcements and proposed rules and regulations and calls for input. As long as they are ignored, nothing will ever change.

We blame the various administrations but these bureaucrats outlast president after president. They only leave upon reaching retirement and then pass their legacy on to their minions.

Yes, and they declared that "Administrative Law" circumvents the Bill of Rights. Administrative law means the agency is accuser, prosecutor, and judge. Put simply, any company has to pay any extortion money any agency demands. Every day you can find online a government agency shaking down companies for hundreds of thousands to hundreds of millions of dollars and not all that rare billions.

That and lawsuit liabilities are more of a reason manufacturers and companies outsource offshore than taxes.

Congress has delegated out a huge amount of its power to government department bureaucrats to draft endless regulations.
The law says you have to follow whatever regulations these bureaucrats set, so the regulations are the law.

In some cases these regulations from different departments are even conflicting, so it leads to a damned if you do damned if you don't situation.
