The FBI / Comey / McCabe all claimed they did not engage Christopher Steele until Mid-September 2016. So, from this Footnote from the IG Report, one of two things must be true. Either: (1) The FBI Lied and had the investigation going with Christopher Steele in July 2016. This is much earlier than they claimed under oath. Or: (2) The FBI had another informant that they have never shared prior to Steele and earlier on the timeline than they every admitted. Also, it cites the DNC and "another individual...[who was] not named" hired this operative. We can all guess who the FBI was protecting as the unnamed individual. I am going to guess #1 is correct. Where the hell is the "Free Press" and the investigative journalists to catch this huge discrepancy? Why did it take Dan Bongino to figure it out?

This footnote means the FBI lied under oath (Multiple members), or the FBI had another operative which they have failed to disclose. If they lied, then they were investigating the Trump Campaign much earlier than they claimed. If they didn't, then it's even worse as they had other operatives attacking the campaign.
