I actually believe President Rouhani. The rulers in Saudi Arabia would encourage and incite one of their cohorts (Israel) to inflict harm on another. Any help given to the Sauds to commit their genocide is even more lacking in legality when one takes into account that the reason people are claiming it has legailty is to put Hadi back and he is opposed to the war seeing it as illegal. The Saud's are refusing to allow him to return to Yemen.

(Hadi's legality to rule anyway is somewhat questionable. He was put in in a supposed election where there was not allowed to be any opposition and had outstayed the two years this was supposed to be for.)
