If the Palestinians had wanted a deal they could have had a deal, regardless of Bibi or anyone else. Had they made a deal then they would be better off now. Their predicament is of their own making.

Have the Palestinians ever warned Israeli's before shooting up a bus stop, blowing up a roadside cafe, or flinging rockets, helter skelter, into Israel?
