Nation building is about sticking around to reform the government of the nation you just conquered.
That's not what our military is cut out for. They are a big mean vicious attack dog to be released on a target you want destroyed utterly, not a babysitter or a policeman. Each of those positions has their usefulness, their value, and trying to interchange them often leads to non-preferred results.
