I don't know what country you're from but in America the public education system is horrible especially in blue counties. The government needs to be out of the education system. Have you been to Denmark or the Netherlands? Their students are fluent in English by the time they reach high school. And where are the best readers in the world--better than Asia, Europe? British Columbia in Canada.

Vouchers might work if the weren't an attempt to cut spending. A $5000 voucher for a poor family is as worthless as a free gormet meal set just out of the reach of a hungry man.
