Comey also testified under oath in Congress when he said Lynch told him to call the FBI's investigation of Hillary's emails a "matter". Unless we get into some strange semantic nuance relating to whether Lynch only suggested, indicated, expressed, recommended, supported, promoted, encouraged, preferred, favored, or somehow otherwise conveyed what Comey thought was a rather specific instruction -one of them must be lying.
