I'm really tired of this being trotted out as if it's relevant. The goal was to gain electoral votes. That determines the winner. If the goal was popular vote, the campaign strategy would have changed. There's no way to know who would have won the popular vote if that was the goal, because different groups of people would have voted/stayed home.
