    I can fix this and it would be 100% Constitutional under the enumerated powers and the 2nd Amendment simply eliminate much of the US Army as well as the Reserves and the National Guard then keeping only a basic structure say 10% its current size to meet Federal demands do this. Then under Federal Law Require every state to set-up a Militia with officers and command structure the officers approved of by the Federal Army Department and Require all abled bodied and minded men and women fit to serve to enroll in and be trained for the Militia. The costs born by the individuals and the States for the costs with the Federal Government providing supplies and weapons at good prices. Each citizen in the Militia could buy or rent a gun and basic supplies or might have to buy into a local armory these Army approved. Then in time of war they could be called up by the governor under Congressional order and move for two years of war duty paid for out of a tax for the war sufficient to cover all the costs and this would include insurance against disability where the wounded person would get a one sum payment.

    The Coast Guard, Navy, Air Force and Marines would remain Federal.

    There it would all be lawful, Constitutional and would meet military needs if an Army was needed for a major military action.

    You two are attacking each other on the basis of whether or not a decision to volunteer for military service is more 'honorable' than a decision not to. May I respectfully suggest that it is how honorably you conduct yourself in your chosen career that is more important that what career you actually choose.

    As a member of the military you can (and should) conduct yourself in a manner that reflects the best attributes of the service you have entered. By the same token the decision to pursue a civilian career has no bearing on how honorably you conduct yourself in that career.

    Honor is a personal attribute, you can choose 'demonstrate it every day as you go about your business or you can can choose not to. It's a choice not something that comes with a job description.
