    It's Failing: Blue Cross Blue Shield Abandons Obamacare in Nebraska....

    As one of the few major carriers that hasn't announced sweeping plans to pull out of Obamacare's crumbling marketplaces nationwide, Blue Cross Blue Shield is sometimes touted by the failing law's defenders as a tenuous "success" story. They occasionally point to a narrowly-tailored study that purports to demonstrate that the exchanges may be turning a corner toward profitability. This optimism flies in the face of a drumbeat of business decisions made by numerous insurers over recent years, based on cold, hard accounting calculations. For many of them, despite Obamacare's ineffectual requirement that everyone in America purchase their products, participation in the law has racked up hundreds of millions of dollars in annual losses (further underscoring the silliness of the Congressional Budget Office's religious faith in the power of the mandate tax). BCBS might be a ray of hope, we're told, based on some data and projections. But as we've seen in greater Kansas City and the entire state of Iowa, reality is once again intruding on the company's balance sheets -- this time in Nebraska:

    Health insurer Blue Cross Blue Shield announced Thursday that it would not be participating in the invidual market in Nebraska next year, and the remaining insurer hasn't decided if it will leave also. Blue Cross Blue Shield is projected to lose $12 million this year from offering plans in the state, and the company would need to increase its price for premiums next year by 50 percent. The company previously participated in the Obamacare exchanges, which resulted in $150 million in losses...About 100,000 Nebraskans purchase their health insurance through the Obamacare exchanges, which allow most enrollees to receive tax subsidies to pay for their plans. Medica is the other insurer offering plans on the exchange in Nebraska.

    Nebraskans purchasing insurance on the Obamacare-dominated individual market are down to just one "choice" in coverage, and that remaining carrier is also contemplating its future in the state. The Obamacare chorus, exulting in recent polling showing that the law is less unpopular than ever before (sentiments likely driven by dishonest demagoguery against a GOP replacement proposal, anti-Trump polarization, status quo bias, and the fact that most Americans are not affected by turmoil in the individual market), are trying to blame the ongoing upheaval on Republican-caused "uncertainty" and "sabotage." There is some evidence that a continued lack of clarity on the future of certain bailout-style reimbursement payments to insurers is contributing to some of the skittishness, but this terribly-written and promise-shattering law is sabotaging itself -- and has been for years. The underlying problems of Obamacare's unsustainable risk pools and adverse selection dilemma have nothing to do with Republicans. They're inherent, destabilizing flaws in the law itself, which was written and imposed entirely by Democrats. Premium hikes and access shock have been enduring flaws, long predating Donald Trump's presidency. The fundamental issue, as Nebraska's Governor correctly notes, is the unworkable structure of Democrats' disintegrating scheme:.....snip~

    The poor and middle class purchasing Obama care , exchange policies have no or poor health care under these policies,byet they have to pay for them. They really poor can t even qualify for Obama care subsidies or policies, even if their family is willing to help them pay the premium. Instead they are told to apply for Medicaid which many dont qualify for. Obama care has not reduced the cost of providing healthcare, rather it has raised the cost of providing it and put many providers out of business, reducing their profit, income by nearly 75-90%. This is unstainable

    WASHINGTON, D.C. -- The percentage of U.S. adults lacking health insurance rose in the third quarter of 2017 to 12.3%, up 0.6 percentage points from the previous quarter and 1.4 points since the end of 2016. The uninsured rate is now the highest recorded since the last quarter of 2014 when it was 12.9%.

    The uninsured rate, measured by Gallup and Sharecare since 2008, had fallen to a record low of 10.9% in the third and fourth quarters of 2016. However, the 1.4-point increase in the percentage of adults without health insurance since the end of last year represents nearly 3.5 million Americans who have entered the ranks of the uninsured.

    Still, the uninsured rate remains well below its peak of 18.0% measured in the third quarter of 2013, prior to the implementation of the Affordable Care Act's (ACA) mandated healthcare exchanges and the associated requirement that all adults have health insurance or be subject to a fine.

    Several marketplace factors could be contributing to the growth of the uninsured rate since 2016. Some insurance companies have stopped offering insurance through the exchanges, and the lack of competition could be driving up the cost of plans for consumers. As a result, the rising insurance premiums could be compelling some Americans to forgo insurance, especially those who fail to qualify for federal subsidies.

    ACA federal enrollment surges by at least 47 percent this year, CMS says

    Enrollment under the Affordable Care Act in 39 states has surged at least 47 percent compared to the same period last year, according to the Centers for Medicare and Medicaid Services.




    Nearly 1.5 million Americans signed up for coverage during the first 11 days of enrollment, CMS said Tuesday, including 876,788 during the second week. That compares to just over 1 million Americans who signed up though HealthCare.gov during the first 12 days of open enrollment in 2016.

    The portion of new consumers enrolling in ACA plans is slightly down this year, according to the latest federal report. Those Americans accounted for 23 percent of enrollees between Nov. 1 and Nov. 11, as opposed to 24 percent in the early days of 2016.

    The new report does not include the dozen or so states, and the District of Columbia, that run their own health-care exchanges. But the vast majority of these states have also seen an uptick in sign-ups as well as call center demand.

    Health experts said it is too soon to say what is driving the increase in enrollment, and whether it will be sustained over the course of the 45-day enrollment window. The Trump administration has cut the period for sign-ups in half compared to previous years, and some state and health industry officials have expressed concern that this will mean less time for younger, healthier consumers — who tend to procrastinate in buying coverage — to enroll.

    And it comes as Senate Republicans are seeking to eliminate the federal mandate that U.S. taxpayers provide proof of health-care coverage as part of a broader tax bill, which the Congressional Budget Office has estimated would reduce the number of insured Americans by about 13 million over a decade.

    Millions more Americans were uninsured at the end of 2017, the first increase since the Affordable Care Act went into effect.

    The uninsured rate rose 1.3 percentage points to 12.2% last year, according to the Gallup-Sharecare Well-Being Index. That represents an increase of roughly 3.2 million Americans.

    Under Obamacare, the uninsured rate plummeted to a low of 10.9% at the end of 2016. Obamacare's exchanges opened in 2014, the same year Medicaid expansion began and the individual mandate -- which required nearly all Americans to have insurance or pay a penalty -- took effect.

    Those provisions helped reverse a soaring uninsured rate, which hit a peak of 18% in the fall of 2013, fueled in part by the aftermath of the Great Recession.

    Over the course of President Donald Trump’s first year in office, the number of Americans without health insurance increased 1.3 percent—with 3.2 million more people uninsured, according to Gallup’s latest tracking report published Tuesday.

    It’s the largest one-year increase in the uninsured population since Gallup began the survey in 2008.


    The study noted “several factors” swelling the ranks of the uninsured, from increased premiums caused by insurance companies dropping out of the individual market to uncertainty around whether the Trump administration would enforce the individual mandate’s penalty for forgoing health insurance. Exacerbating both factors, the GOP-controlled Congress repealed the individual mandate in December, which is expected to hike premiums by an additional 10 percent or more.

    Premiums also went up significantly in 2017 when the Trump administration cut off cost-sharing reduction payments to insurance companies, though the vast majority of people on the individual market were shielded from the increase by a bump in their federal tax credits.

    While Republicans should be taking a close look at that exit polling from Tuesday's special election in Pennsylvania, where Democratic Rep.-elect Conor Lamb pulled off a stunning victory, so should Democrats. Because Republicans—including popular vote loser Donald Trump—are still hellbent on sabotaging the law, and every sally against it needs to be fought tooth and nail.

    Let's just recap what voters told PPP in the exit polling in Pennsylvania:

    • 52 percent of voters said health care was a top issue for them—15 percent said it was the most important issue, another 37 percent said it was very important
    • 64 percent of the people who said it was their top issue voted for Lamb, while 62 percent of the people who said it was very important supported him
    • 44 percent of voters, in this district that voted for Trump by 20 points, said they support the Affordable Care Act
    • 53 percent of voters said they oppose the Republican plans to repeal the healthcare law
    • 48 percent say the Republicans are sabotaging the law and disapprove
    • 59 percent think it should be kept in place with fixes made
    This isn't the first time a Democrat won a tough election where health care was a top issue for voters. Let's go back to last November when 4 out of 10 voters in Virginia's election said that health care was their primary issue as they voted to elect Democrat Ralph Northam as governor. Also in Maine, where a Medicaid expansion ballot initiative won in a landslide.

    Republicans aren't going to stop their assault on health—whether it's Obamacare or Medicaid or Medicare—and they are doing so at their political risk. But it means Democrats have to run hard on the issue. No compromises. No backing down on anything. Even if they're threatening a shutdown.

    While the far right continues to insist on reducing health care coverage, and after Trump made a pledge that everyone would have coverage under his regime, the Republicans have lost three elections largely in part to their removal of ACA.

    Let's see whether they have learned their lesson.

    The payment for anything government provides one portion of the population at no cost is redistributed to the portion of the population who pay taxes.

    so let's see.. if 3.2 million lost healthcare in 2017... how, i don't know. I still used the aca, since it was all that was available.

    My premium is $2400/mo... about $30k/yr. ..for a nothing policy, that has a $6500 deductible, and i pay all doctor visits, prescriptions, etc.. Its basically a catastrophic policy.

    so, 30k/yr, X 3.2m = $96 Billion dollars. We've saved the taxpayers this much, & they got the same coverage.. nothing.

    ANYTHING that lessens or ends the ACA is a positive for the country. I can't really believe the stat, anyway, since the aca is still in effect. How did Trump cancel their healthcare? Racial quotas? Voting record? DNA records?

    These tabloid headlines are pretty silly.
