Not much point in a Senate rule that 80 Senators are required when they can have a straight majority vote via the nuclear option, like the Democrats did in 2013 and the Republicans did in 2017. I believe a constitutional amendment is what you're looking for. That would not be able to be overridden by 51 Senators.
