The risk with jumping so fast to blame people so removed for every little thing is that details like this can go unnoticed.
Its sad that people are hurt and missing, but not as sad as using this story to take a cheap shot at Trump.

So many people want to attack Coal and they don't know **** about it. Clean Coal is not just a process, but it's a type of coal only found in Utah. It's incredibly pure, burns really clean, and is inexpensive. Without our Coal Plants when the huge ice freeze happened some years back, millions of Americans in the Mid-West and East Coast could have froze to death. We had every last plant online and if one failed.... real bad news. We should be moving towards Small Modular Reactors. (SMRs). SMR's are 100% carbon free, have zero meltdown capability, and can be placed nearly anywhere they are needed in a localize manner. The bonus is that they burn the waste from our legacy nuclear plants which kills two birds with one stone. The smart people and money is behind SMRs. Clean coal is a fantastic source that should not be disregarding, because people with agendas are feeding bullcrap to ignorant people about it.
