    It won't help California... All the rain water is going over Oregon and Washington states. That's where the jet stream wind patterns go. California and the Lower south western states depend on snowfall that isn't happening anymore, and their aquifers are running dry.

    The lack of knowledge by conservatives and neoconservatives is staggering.

    You people have little to no understanding of the complexity of the systems needed to get water into and out of your homes. Your knowledge is limited to the time the water falls from the spigot to when it swirls down the drain.

    As to the source and final destination of their household water, most right-wingers are clueless.

    Would you lock someone up for stealing your car? Why? Public transportation is available. You can buy another car.

    Would you lock someone up for hitting a pedestran, and driving away?

    Would you lock someone up for leaving a small child alone in the house all day with no one to watch them?

    There are some "crimes" that are hard to prosecute, yet demand justice. BIG time!!!

    Clean water in a drought is a scarce comodity. In order for EVERYONE to have some, NO ONE can waste it. It is a comodity owned, and needed, by all.

    So, yes. Lock the pathetic, greedy cowards up.

    Note: In 1975, during the first oil embargo, the state asked everyone to cut power usage by 11%. The state would have been happy with a 7% compliance. Los Angeles made the news with a 17% drop in power usage.

    I guess back then, we were better than the greedy cowards of today who think their lawns are more important than someone's kid being able to get enough water to live. Or firemen having enough water to save someone from being burned alive.

    Like I said, lock the disgusting traitors up. They are no better than terrorists. That includes the selfish people who think it should NOT be a crime. Enablers are just as guilty as perpetrators.

    Neither of those plants are built like American nuclear plants, with containment vessels. And our new plants are far advanced in technology against melt downs ~ time change and so do designs.

    And with that, farmers are getting less water for crops, and salt water intrusion is into Central Valley California where the crops are grown, and we are pumping tons of water to Los Angeles for their population.

    But patterns of percipitation change over time just tlike climate. You can plant more trees and the primary effecting local condition is elevation. As long as the Sierra Madres exist and the prevailing winds come from the west Death Valley will be a desert. But all these things are modifiers and the fact remains that the warmer air tends to be more volatile and will hold more water vapor and will therefore produce more rain storms rather than less. Interestingly this is already being played out as their are some signs that the Sahara desert, is slowly starting to shrink after 8,000 years of increasing.

    Where the Jet stream is at on any given day is highly variable. Your aquifers are running dry because you have too many competing intersts depending on them. And So Cal and the Southwest vary from semi arid to desert at the best of times. These aren't obviously the best of times. further statements that this is the worst drought ever in So. Cal shoud be tempered by the statement: "as far as we know". The close of the last Ice age may have been even worse given the extinction of large numbers of mega fauna.

    Climate does not change by itself
    Weather patterns that are the core of climate do not change by themselves
    Facts do not change because someone on the internet says they are so (without referencing)
    Climate, like your underwear does not change by itself

    But if it's only a small fine people will ignore it...I watched a documentary on water conservation in LA ....the man whose job was to enforce water wastage was making repeat visits to the same offenders, the offenders weren't deterred by warnings and fines.. I'm sure the potential of jail time will get their attention..

    Birdie you should know better. How many major and minor ice ages have we had in the last 65 million years since the dinosaurs roamed the earth? You don't think ice ages constitute climate change. And almost all of them happened before homo sap appeared on the planet. It is estimated that CO2 has been as much as 40% of the atmosphere.

    Oh! I think they DO constitute climate change and the fact we know what triggered the majority of them is what I mean when I say something causes change. So tell me - what is causing the current change?

    Who knows? The current change is so minor it could be almost anything. A far smaller error in the offset for the urban heat island index than shown in the Vienna study would account for most of it. It could even be the fact that anomalous high readings are more common that anomalous low readings in the current data collection system. It could be that a hell of a lot more of the earths surface is convered in Asphalt than ever before. The one thing it probably isn't is CO2. The increase in CO2 is extraordinarily miniscule.

    There would be no water shortages if we would use our technology and resources to create water desalinization facilities along with a system of pipelines to redirect water from flooded areas into regions that are subject to droughts . By using the same ingenuity, funding, effort and desire that created the interstate highway system, we could tackle this water problem in a decade or less. In my opinion, this would be a worthwhile project for the Federal government to undertake right now.

    No, people need to learn how bad things are going to get. It's going to save a lot of problems later.

    People also need to come to terms with the age of austerity and how there isn't going to be Federal money in the future to pay for extravagant Projects. Like providing water.

    Only in California will they let convicts out of jail because of lack of room and lock up citizens for using to much water.
