America was an English speaking country when all 13 colonies were mainly British descendants. Even then and especially now, there were pockets of people that spoke their native tongue, Germans, French, Irish (sometimes not sure if Irish, Welsh or Scots actually speak English), Spanish, and many others. Just how does welfare translate into the language a people speaks. Poverty is universal and migratory, always traveling to the most for the least. You want to solve the immigration problem, then cut off all welfare. You arrive with no means to support yourself, well buzzards need to eat too. Language is only a barrier if you let it be.
I for a while worked for a foreign national out of Miami, meetings were held in whatever language got the job done. Then I transferred to International where many languages were used. Mandating someone to do something counterproductive is a business that is a loser, time to find real work.

Since the history of migration into this country, the first generation has historically not learned English. When my great-great grandparents got here, they only spoke Polish until they died. Their kids, however, all learned English. Not sure why all of a sudden we'd require first generations from any country to learn English. We never have before.

Not really, it's just a matter of degree, sort of like slavery. Nobody would argue that one is not a slave if someone owned all means of that persons life. The question being at what point is one not a slave, 50, 40, 25, 10 percent owned?
