Senate parlimentarian says major BCRA subject to 60 vote rule

    Well, well now, looks like a bill that was already in tons of trouble, likely to have tons more. Here are some of the provisions that will require 60 votes in the original bill on which he ruled, rather than the newer version, but most of them are retained in the current version. http://www.cbsnews.com/news/senate-...e-bcra-elements-subject-to-60-vote-threshold/
    • Defunding Planned Parenthood;
    • Abortion Restrictions for Tax Credits;
    • Sunset of Essential Health Benefits Requirement for Medicaid;
    • Funding for Cost-Sharing Subsidies;
    • Stabilizing the Individual Insurance Markets;
    • Medical Loss Ratio;
    • Availability of Rollover Funds;
    • Decrease in Target Expenditures for Required Expenditures by Certain Political Subdivisions;
    • Grandfathering Certain Medicaid Waivers; Prioritization of HCBS Waivers; and
    • Reporting of CMS-64 Data
    Now McConnell has the impossible task of crafting a bill without being able to negociate on these items, or trying to garner the votes for the nucleur option, when most of the Senate is looking for an excuse NOT to vote on this bill at all. You can't horse trade effectively, when half of your horses are locked up in the stable and someone took your key away.

    What you are looking at right here, IMO, is the excuse to drop this matter.

    Not really. you need to convince them to sustain an override of the ruling made their own Senate parliamentarian, by the Vice President, when they can't even find the votes to pass a bill itself? You think 50 Senators are going to be willing to do that for the opportunity to vote for legislation that has 16% public approval with a mere two vote margin? LOL, Go ahead.

    No, you go ahead, convincing Senate President to do something, detrimental to their agenda and agenda of the President Trump. LOL, go ahead.

    there has to be a separate vote to override each of those parlimentarian rulings ifthat someone objects to, under the Senate rules unless you think a unanimous request motion will go uncontested. Now go ahead and find those votes, from a body that would prefer to undergo waterboarding than be on record supporting this piece of trash. I am sure that the clout of a President who's popularity hovers around 38% is going to terrify those Senators in purple states into voting for those motions for a chance to vote for a bill less popular than he is!

    They now have another excuse to break ranks from McConnell or Cruz. They have too much respect for the 'institution' and the rule of the parliamentarian to do a thing like that.

    So go ahead!
