On September 4, 2019 at 10:00 am, the House Judiciary Committee will mark up a series of bills to help respond to the growing problem of gun violence H.R.1186, the Keep Americans Safe Act, introduced by Rep. Ted Deutch (D-FL), would ban high capacity ammunition magazines. H.R.1236, the Extreme Risk Protection Order Act of 2019, introduced by Rep. Salud Carbajal (D-CA) provides incentives through grants for states to adopt laws providing for Extreme Risk Protection Orders (ERPO). H.R.2708, the Disarm Hate Act, introduced by Rep. David Cicilline (D-RI) includes those convicted of misdemeanor hate crimes in the list of categories of individuals who are prohibited from possessing firearms. H.R. 1112, the Enhanced Background Checks Act, introduced by Rep. James Clyburn (D-SC), to strengthen the background check procedures to be followed before a Federal firearms licensee may transfer a firearm to a person who is not such a licensee. Unfortunately, Sen. Mitch McConnell and the rest of the Senate Republican leadership (i.e. Senator Lindsey Graham ) is signaling they will work with the Democrats.
Gun control bills are introduced more frequently that most realize. Many never make it out of Committee. Of those that do, they still have to go through the gauntlet of broader congressional review, lobbying of the various gun rights organizations and the scrutiny of vocal voters. Gun control, like immigration reform are topics that generate both passion as well paralysis of action. The GOP may send signals (pay attention to what those signal are... they aren’t near what the DEMS MS media hope to see ) to the DEMS of cooperation, but given the current divide, animosity, and distrust, I wouldn’t make any bets of any sweeping changes, particularly as we begin to move into the beginnings of the 2020 election cycle where the GOP will be looking to shore up their support among their current base.
