I'm almost certain that Horowitz legally chose the minutae of his words as he left open the possibility that bias did effect the investigation just personal not political, or maybe even polo cal bias had an indirect effect. The IG had limited investigative powers, the fact that he claims there is smoke but he perks ally didn't find any should be enough for an actual investigation into criminal wrong doing. It would be too, if the AG decided to , no one could claim such an action is biased or illegitimate as the IG himself said it cast a cloud.

The evidence is in Strzok's texts and actions (voila! "gross negligence" turns into "extreme carelessness") but Inspector General Clouseau can't find the evidence while he cites the evidence in his report.
