    Once agian the establishment of the "prebate level" (i.e. what is the cost of necessary new goods and services) establishes how progressive the consumption tax would be. For example establishing the prebate level at $25,000/yr as opposed to $20,000/yr would create a more progressive tax. Fewer people would have a net tax liability, more would receive a tax subsidy, and the wealthy remain basically unaffected.

    I cannot say that it is a "perfect" tax but it is the only proposal that is progressive as well as applying the identical criteria on all people. There might be a better proposal where the criteria is identical for everyone and that is also progressive but I haven't heard of it.

    Without consideration of how it interacts with other benefits you can only refer to progressive elements
