Hmm, Europe does not claim to be a tiger, not even a paper tiger, Europe is a self-admitted, spineless pacifist impotent (*)(*)(*)(*)(*) cat and proud of it. That being said Putin is terrified of economic sanctions...The Chinese are more than willing to buy his gas....for half the price of what Europe is paying. And without the West he won't even have the technology to extract it or build the pipeline to China.
Please explain how Obama has neutered US forces? How a military with a $650B budget can be neutered is beyond comprehension, unless that $650B is mostly boondoggle and the military leadership is an incompetent kaffeklatsch. And if most heads of state listen to this author, then why haven't they done anything about his analysis and opinions? I do agree that if the Russians were to launch a surprise conventional attack on the baltic states, NATO would have an initital challenge because the liklihood of such an attack is remote and generally reserved to the stuff of Clancy novels. (red storm rising was excellent) Of course the EU's aggregate defence budget is slightly more than double that of Russia (the US military budet is more than 6 times larger). And you can bet your bottom dollar that there would be a hugely different and aggressive response from NATO if Putin tried to invade a member nation.
Europe doesn't need to have an army , when required we just call the dog who also pays for everything .
I am afraid you have misread a paper. It was about weak European military, not about American. American military should be cut back. America should stop to mend in other countries and continents affairs. Let weak Europeans to defend themselves, let them to spend money on military. America, overspending on military compared to other countries, makes itself worse off.

I guess n your world technology, increased firepower and combat effectiveness do not compensate for numbers. Why should there be more than 10 battle ready brigades when the war in Afghanistan is winding down? Why should there be billions invested in manned fighter jets when drones are the way of the future? You think obsolete armament in quantity can be effective against superior firepower of new technologies? Its like saying the air force doesn't have 1/10th the number of bombs it did in WW2 so they have been "gutted". Ah the mind of the warmonger. Overkill is never enough.
NATO and the EU have been militarily helpless against Russia for at least 4 decades... Just a Russia is militarily helpless against NATO. This fact has zero to do with Obama. Living in the fantasy world "we can somehow achieve military superiority" is one of the major reason why we are on the decline and will continue to decline further unless more people wake up.
