I think there's a class of things which can be done to increase security but which would be unpopular, on the opposite end of the spectrum there is a lot that can be said to try and impugn domestic opponents but which will do nothing to help prevent future attacks.

I have another question...The truck was carrying a lot of grenades and arms...Is is not possible the plan was for the truck to meet up with other terrorists for a more conventional attack but, due to circumstances not expected, the rest of the team was late or could not make it so the IslamoFascist terrorist doing the driving simply improvised?

If that is the case there could be a lot of other terrorists in the city looking for their lost truck.

The problem in France is with the police no go zones. The terrorists hide out in plain sight in those regions and the police have very little effective intel to use.

There is only one solution and it only has 3 major parts

1. Stop illegal Muslim immigration.
2. Deport all illegal and legal non French citizen Muslims
3. Admit the government cannot protect the citizens and let the people arm themselves.

It won't stop terror overnight BUT imagine in a decade when the existing pool of young terrorists is a tad older and the pool of new terrorists is limited by actual immigration control.
