    I think that's debatable. Only Congress may declare war. That power was gradually slipping away to the President. The War Powers Act was and is an effort to restore the Constitutional responsibility to Congress, simultaneously imposing restrictions on the Presidency, while not impeding his responsibility to defend the United States. I think it's questionable as to whether or not the President conveyed the information required by the War Powers Act to Congress. International law similarly ties aggressive defensive action to an actual threat of an imminent attack, which in this case is also questionable.

    whoop-di-doo, we know the why already he was one of the most dangerous terrorist leaders in the world conducting routine terrorist attacks against us and others and was in fact ramping them up with his attack on our embassy and personel. What more why do you need? Even the Democrats admit it was a good thing.

    So you think murdering American citizens without due process isn't criminal? Really? Soleimani was an Iranian terrorist, Trump takes him out that's bad. Anwar Al Alwalaki and his 16 year old son were both American citizens, Obama takes them both out without due process guaranteed under the Constitution out in separate raids and he's a Hero?
