So the old lady passes away, her little dog is taken to the animal shelter.
Family members come to the shelter and tell them the woman's last wishes included having her dog buried with her in the casket.
Animal shelter officials try to talk the family members out of it, but hand the dog over to the family members.
As soon as the dog left the shelter it was taken to the veterinarian to be put down.
Then the dog's remains were taken to a local pet cremation center. The ashes were put in an urn to be buried with the woman.

Apparently in Virginia it's not illegal to have your pet euthanized for any reason.
However, apparently it is illegal in Virginia to have pet remains buried in a regular commercial cemetery with humans.

If it was my loved one, I wait til the dog died naturally and bury the urn on her grave myself.

PETA would be against it, but they are also against people having animal slaves (i.e. pets).
