Rosenstein ONLY gave written notice of expanded authority when he
was forced to.He took his sweet time on his expanded authority to
Mueller's Special Counsel.Which proved how unethical it was.
Mueller was operating Outside his written authority for months.

In the spring of 2018 it came out c/o of Manaforts lawyers as to how
Mueller was able to raid in July of 2017 the home of Paul Manafort
and his wife at midnight.They had do such authority at the time of the
raid.That extended authority was not forthcoming until the next month
{ August } and a secret memo that Rosenstein had drafted giving Mueller
and his pit bulls extended authority outside the scope of Russian interference
or Collusion.The July 26 th raid on Manaforts Virginia residence in pre-dawn
hours went after all documents { mostly personal finance }.It was outright classic
example of " bootstrapping " as there was no warning given as to the raid.
The same crap that was pulled on Trump Lawyer { Cohen } and old
friend Roger Stone.
