The pandemic was a national emergency. If it had been intentionally weaponized by the Chinese, it would have been an act of war. It surprised me that Trump said so little about it and failed to demand more cooperation from the Chinese in providing the world an explanation (and, yes, I think Biden should do so). On regulations, the overriding law usually states the extent to which the agencies may regulate. I believe all regulations have to be published in the Federal Register before enactment for public comment. If you have any specific gripe regarding a specific regulation, write your Congressional representatives. Law (and the regulations with the force of law) is largely a function of the size and diversity of the society over which it governs. The greater the population, its density and cultural diversity, the more likely the conflicts between people and the greater need for law to peacefully resolve those conflicts. The government (local, state, and federal) is composed of "the people," who trace their authority to elected representatives, who are also "the people" (i.e. by the people), and enforce the law (for the people). That law (and the regulations stemming therefrom) is generally made by the majority, with minority rights.
