It creates a context that if you, as the receiver of the drivers license or service that automatically registers you as a voter, and you vote, you cannot be held criminally liable for your having voted as an illegal resident. What would context add here? He was talking about making sure that the election couldn't be stolen by Trump. So, as he says, he's assembled the best team ever, in the history of American politics, to engage in election fraud.

That is off topic and admittedly I am not a doctor but I would have thought the .03 micron virus was typically imbedded in the 100 to 1000 micron water droplets that escape when you cough?
