They had a good mayor in Dennis Archer, but he wasn't "black enough"....and I don't mean skin color.
He didn't race-bait, he focused on the problems. They hate not having a mayor blame everything on "whitey".
After 6 years of them badmouthing him for being successful... he'd had enough and decided not to even run again.

His term was sandwiched between 2 of the worst.

There is no problem with the OP. If these Council Members are so powerless to spend money, while still being paid to serve the City, then let them hop on a sanitation truck and pick up trash. However, if that is so beneath their royal asses, to continue to act as race-pimps, essentially undermining our Rule of Law, is even more disgusting than just sitting and picking their noses.
