Chuck Shummer refers to both "Madam President" and "Mr. President." They are seen in the below video at 1:23 and 1:51. I'm very confused, as not only are there TWO presidents, each being addressed by Shummer regarding the same matter, but I thought that the President pro tempore was Chuck Grassley, standing in for the President of the Senate, Mike Pence. Can anyone shed any light?
The vice president is the president of the senate. In his absence he appoints two people to represent his role so they are pro tempore presidents.
Yes, but Chuck Grassley is the pro tempore president and neither of these two people in the above video are him.
