Keep in mind President Trump have done rallies and speaches in less ideal weather before. I don't know what all goes into planning such an event but for whatever reason, the planners for this event did a poor job.

My understanding is that this ceremony coupled with the midterms has put Trump into a depressive snit. It has nothing to do with Normandy but he doesn't care. It was close by to it and Normandy was The Beginning of the End to him.
