Because they knew that the german/ussr pact wasn't going to last and in any case France and the UK were in no position to take on both Germany and the USSR militarilly.

 

Indeed there were plans for Anglo-French intervention in the case of Soviet war against Finland.

That was mostly a Churchil idea. The French and many in the UK parliement didn't want that.

 

The French were even more in favour of it in fact than the British, specially prime minister of France Paul Reynaud.

Ah, but Reynaud was not popular and was already attacked from within the French government. This is why the Petainist were able to oust him so easilly when France fell. The whole Norway adventure was a waste of time and ressources that achieved nothing and cost the British an aircraft carrier. Helping Finland would have meant either violating Sweden territory or going through the most difficult artic theater of operation, neither of which the Brits or French were equiped for.

 

The French government of Daladier felt because it did not help enough the Finns and Reynaud was elected prime minister.
