Why complicate our tax system more than it already is?
Many Federal Agencies could be eliminated entirely, the IRS for example, as State and local governments also tax residents. Eliminate the middle man (Federal agencies), which only add costs to the collection and redistribution of funds, (more or less) back to where they originated from, reducing State and local government need to govern rationally and responsibly.
As I have stated frequently, repeal the 16th and 17th amendments and return to the States and local governments the need to govern responsibly, giving the people a greater voice in how they will allow themselves to be taxed and control of the spending.
The military and trade/treaties with foreign nations would be the primary responsibilities of the Federal government. The people would exercise their voice in Congress by the representatives they elect to the House, the States would exercise their voice by their representatives elected by the State government in the Senate, as originally intended which would more than likely result in a great reduction of total government spending, primarily at the Federal level.
Voters in each State would no longer be able to send representatives to the Federal government to bring home more bacon, and instead be more likely to send representatives who would be intent on controlling spending, waste and corruption in the Federal budget which would be imposed upon them in the form of taxes.

What's next...just let voters decide how much tax they wish to pay?

Those government departments cost money to run and require resources so if enough people decided, "Sod it, don't want to fund Welfare", or "Sod it, we want to fund welfare", you couldn't physically react quickly enough to remove or install the infrastructure.

So it would be nice in thought to know which parts you would like to fund and not find but it's not realistically possible.
