WILL IT BE WORTH SURRENDERING YOUR INDEPENDENCE FOR A MEMBERSHIP IN THE EUROPEAN MONETARY UNION?
Europe's citizens have second thoughts... Of the original 15 EU member nations, the proportion of citizens that believe membership to be 'good' has dropped from over 70% before the signing of the Maastricht Treaty to just 48% at the end of 2003. Below is the first in a series of articles that will cover topics all European citizens should be concerned with. The articles will appear each Tuesday and Friday through 8 June. In response to each article we welcome your comments and observations: Article# 1. Relationships... How close should two governments get before it becomes evident that every nation within the union has been placed in a secondary role. 2. Your pension... Will E.M.U. governments require their citizens to work longer and accept less benifits so pension funding can be used in deficit reduction for the sake of a common currency? 3. The rules everyone MUST adhere to... Three years over the deficit limit and a state will be fined upward of 1/2 a percent of Gross Domestic Product UNLESS YOU ARE GERMANY OR FRANCE! 4. Are Germany and France the real powers that make the decisions for the E.U.? 5. One union/no vote... Who decides on the qualifications for leadership within the union? 6. Republic... a state in which the supreme power rests in the body of citizens entitled to vote and is exercised by representatives chosen directly or indirectly by them. 7. Germany and France set matters straight for the 10 new E.U. members. 8. What designs does Germany and France have for the rest of the union 'states'? Relationships... How close should two governments get before it becomes evident that every other nation within the union has been placed in a secondary role? October 2003 - French President Jacques Chirac said he would allow German Chancellor Schroeder to speak on his country's behalf at future European Union summit meetings calling it 'a sign of friendship and trust'. In another haunting signal of an implied authoritarian power over his own countrymen Chirac stated 'he has no plans to ALLOW French people to vote on the constitution once it is agreed'. October 2003 - Regarding the European Unions Stability Pact German Chancellor Schroeder and French Prime Minister Raffarin made the following joint statement: Schroeder: "We both think the stability Pact must be respected, but also that France and Germany have a responsibility in terms of growth and that we ensure it in France and Germany. We think that Econfin and Brussels will have the wisdom to avoid confrontation. A confrontation or an opinion that would go against 'us' would be negative. I think they will be able to show restraint and avoid all confrontation." Raffarin: "This is one small evidence that we are speaking in one voice. We are both on countries where reform imposes itself. We are telling Brussels to be able to make structural reform." November 2003 - On closer political ties between the two countries French Foreign Minister Dominique de Villepin was quoted as saying "a French-German union is the one historic challenge we cannot afford to lose." Pascal Lamy, one of France's EU Commissioners stated such a union could start with the merging of the two mation's diplomatic services and the sharing of France's permanent seat on the United Nation's Security Council. On Matters of Defense September 2003 - On a solution to French-Germna ownership of submarine builder Howaldtswerke-Deutsche Werft AG: Chancellor Schroeder: "Generally speaking we support everything that boosts closer cooperation between Germany and France."
